SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Ricardo Alphonso Neal, who passed away on
4March 22, 2013; and
 
5    WHEREAS, Ricardo Neal was born on October 19, 1960, in St.
6Louis, Missouri; his parents were Gene Neal and Ruth Jean
7Gates; as a young boy, he accepted salvation at Temple Church
8of Christ in St. Louis; and
 
9    WHEREAS, After graduating from Mercy High School, Ricardo
10Neal attended Tennessee State University, where he became a
11proud member of Kappa Alpha Psi Fraternity; he later earned his
12bachelor's degree in psychology from Columbia College and his
13master's degree in counseling from Missouri Baptist
14University; and
 
15    WHEREAS, Ricardo Neal was an employee of the St. Louis
16Public School System and the Gateway Foundation; and
 
17    WHEREAS, Ricardo Neal was an Ordained Elder in the
18Pentecostal Assemblies of the World, Inc., where he worked
19diligently in the ministry of drug and alcohol recovery; after
20relocating his family to Illinois, he joined the New Life In
21Christ Interdenominational Church and continued his faithful

1service as a minister-in-training; his dream was to start a
2non-profit Christian organization called Anointed Grounds
3Ministry to assist those suffering from drug addiction and
4alcoholism, and he had made great strides in recent months
5toward fulfilling his dream; and
 
6    WHEREAS, Ricardo Neal enjoyed traveling and watching the
7History Channel and old black and white films on TCM; and
 
8    WHEREAS, Ricardo Neal is survived by his loving wife of 18
9years, Roshanda Neal; his children, Randy Wiley, Mikayla Neal,
10Mariah Neal, Marissa Neal, and Jayden Neal; his special cousin,
11Sonja Strozier; his aunt, Mary (Tom) Roberts; his
12mother-in-law, Annie May; his sisters-in-law, Erica May,
13Barbara (Calvin) Ginger, and Gloria May; his special friend,
14Arthur Jones; and his many cousins, nieces, nephews, other
15relatives, and friends, including the Brothers in the Bond of
16Kappa Alpha Psi Fraternity, Inc., Alpha Theta Chapter;
17therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
20his family and friends, the passing of Ricardo Alphonso Neal;
21and be it further
 
22    RESOLVED, That a suitable copy of this resolution be
