    Amends the Commission on the Elimination of Poverty Act. Provides that the Commission may establish additional goals under the Act. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Commission on the Elimination of Poverty Act
5is amended by changing Section 10 as follows:
 
6    (20 ILCS 4080/10)
7    Sec. 10. Commission on the Elimination of Poverty. The
8Commission on the Elimination of Poverty is created. The
9purpose of the Commission is to comprehensively address poverty
10in Illinois consistent with international human rights
11standards. The initial goal of the Commission is to develop a
12poverty elimination strategic plan to reduce extreme poverty in
13Illinois by 50% or more by 2015. Additional goals may be
14established by the Commission. In developing the overall
15strategic plan, and in working toward the goal of reducing
16extreme poverty in Illinois by at least 50% by 2015, the
17Commission shall address, at a minimum, all of the following:
18        (1) Access to safe, decent and affordable housing.
19        (2) Access to adequate food and nutrition.
20        (3) Access to affordable and quality health care.
21        (4) Equal access to quality education and training.
22        (5) Dependable and affordable transportation.
23        (6) Access to quality and affordable child care.

1        (7) Opportunities to engage in meaningful and
2    sustainable work that pays a living wage.
3        (8) The availability of adequate income supports.
4    The strategic plan shall include specific policy and fiscal
5recommendations and a timeline for each stage of implementation
6for each recommendation. For each recommendation, the
7Commission shall identify in measurable terms the actual or
8potential impact. The Commission may review and may make
9comments and recommendations on existing or proposed programs,
10policies, administrative rules, and statutes that have an
11impact on poverty in Illinois and, in particular, people living
12in extreme poverty.

14    Section 99. Effective date. This Act takes effect upon
15becoming law.
