    Amends the Township Code. Provides that a copy of the full statement of the financial affairs of the township may be provided to the electors at the annual township meeting in lieu of the township clerk reading the statement aloud.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Township Code is amended by changing Section
570-15 as follows:
 
6    (60 ILCS 1/70-15)
7    Sec. 70-15. Chief executive officer; fiscal duties;
8penalty for neglect.
9    (a) The supervisor is the chief executive officer of the
10township.
11    (b) The supervisor shall receive and pay out all moneys
12raised in the township for defraying township charges, except
13those raised for the support of highways and bridges, and for
14township library purposes.
15    (c) The supervisor shall, within 30 days before the annual
16township meeting, prepare and file with the township clerk a
17full statement of the financial affairs of the township,
18showing (i) the balance (if any) received by the supervisor
19from his or her predecessor in office or from any other source;
20(ii) the amount of tax levied the preceding year for the
21payment of township indebtedness and charges; (iii) the amount
22collected and paid over to the supervisor as supervisor; (iv)
23the amount paid out by the supervisor and on what account,

1including any amount paid out on township indebtedness,
2specifying the nature and amount of the township indebtedness,
3the amount paid on the indebtedness, the amount paid on
4principal, and the amount paid on interest account; and (v) the
5amount and kind of all outstanding indebtedness due and unpaid,
6the amount and kind of indebtedness not yet due, and when the
7indebtedness not yet due will mature. The township clerk shall
8record the statement in the record book of the township as soon
9as it is filed and shall post a copy of the statement at the
10place of holding the annual township meeting 2 days before the
11meeting is held. The clerk shall also read aloud the statement
12or provide a copy of the statement to the electors at the
13annual township meeting.
14    (d) Any supervisor or township clerk who wilfully neglects
15to comply with this Section shall forfeit and pay to the
16township the sum of not less than $50 nor more than $200. The
17amount forfeited shall be sued for and recovered by the
18township in its corporate name and shall be appropriated to
19repairs of highways and bridges in the township.
