AMENDMENT TO SENATE BILL 1917

2    AMENDMENT NO. ______. Amend Senate Bill 1917 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Joliet Correctional Center Transfer Act.
 
6    Section 5. Authorization to sell.
7    (a) Notwithstanding any provision of law to the contrary,
8the Director of Central Management Services, on behalf of the
9State of Illinois, is hereby authorized to sell to the City of
10Joliet the site of the former Joliet Correctional Center,
11including: (i) the property commonly referred to as Prison
12West, which comprises approximately 20 acres on the west side
13of Collins Street in Joliet between Hills Avenue to the north
14and Woodruff Road to the south; (ii) the property commonly
15known as Prison East, which is located on the east side of
16Collins Street in Joliet and extends from Woodruff Road north

1to Dartmouth Avenue for approximately half a mile between those
2boundaries; and (iii) all structures and improvements thereon.
3The property shall be sold to the City of Joliet for the sum of
4$10.
5    (b) Any agreement to sell the former Joliet Correctional
6Center under this Section shall be entered into no later than
7one year after the effective date of this Act.
 
8    Section 10. Remediation. Notwithstanding the sale to the
9City of Joliet under Section 5, subject to appropriation, the
10Department of Central Management Services shall be responsible
11for the remediation of all environmental hazards present on the
12effective date of this Act at the property described in Section
135.
 
14    Section 15. Liability. Except as otherwise provided in
15Section 10, on and after the effective date of this Act, the
16City of Joliet shall indemnify the State of Illinois, the
17Department of Central Management Services, and the Department
18of Corrections from any and all liability for damages or
19injuries arising on the transferred premises, from any
20condition, hazard, or other danger existing thereon.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.".
