105 ILCS 5/14-1.09.2

    Amends the Children with Disabilities Article of the School Code with respect to school social work services. Provides that school social work services may include establishing and delivering anti-bullying programs. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
514-1.09.2 as follows:
 
6    (105 ILCS 5/14-1.09.2)
7    Sec. 14-1.09.2. School Social Work Services. In the public
8schools, social work services may be provided by qualified
9specialists who hold Type 73 School Service Personnel
10Certificates endorsed for school social work issued by the
11State Teacher Certification Board.
12    School social work services may include, but are not
13limited to:
14        (1) Identifying students in need of special education
15    services by conducting a social-developmental study in a
16    case study evaluation;
17        (2) Developing and implementing comprehensive
18    interventions with students, parents, and teachers that
19    will enhance student adjustment to, and performance in, the
20    school setting;
21        (3) Consulting and collaborating with teachers and
22    other school personnel regarding behavior management and
23    intervention plans and inclusion in support of special

1    education students in regular classroom settings;
2        (4) Counseling with students, parents, and teachers in
3    accordance with the rules and regulations governing
4    provision of related services, provided that parent
5    permission must be obtained in writing before a student
6    participates in a group counseling session;
7        (5) Acting as a liaison between the public schools and
8    community resources;
9        (6) Developing and implementing school-based
10    prevention programs, including mediation and violence
11    prevention, and establishing and delivering anti-bullying
12    programs;
13        (7) Providing crisis intervention within the school
14    setting;
15        (8) Supervising school social work interns enrolled in
16    school social work programs that meet the standards
17    established by the State Board of Education;
18        (9) Providing parent education and counseling as
19    appropriate in relation to the child's educational
20    assessment; and
21        (10) Assisting in completing a functional behavioral
22    assessment, as well as assisting in the development of
23    nonaversive behavioral intervention strategies.
24    Nothing in this Section prohibits other certified
25professionals from providing any of the services listed in this
26Section for which they are appropriately trained.
