AMENDMENT TO SENATE BILL 226

2    AMENDMENT NO. ______. Amend Senate Bill 226 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6adding Section 405-525 as follows:
 
7    (20 ILCS 405/405-525 new)
8    Sec. 405-525. Support Your Neighbor Commission.
9    (a) The Support Your Neighbor Commission is created within
10the Department of Central Management Services to help increase
11the number of American and Illinois made products procured and
12sold by the State.
13    (b) The Commission shall be composed of:
14        (1) one member appointed by the Speaker of the House of
15    Representatives;
16        (2) one member appointed by the Minority Leader of the

1    House of Representatives;
2        (3) one member appointed by the President of the
3    Senate;
4        (4) one member appointed by the Minority Leader of the
5    Senate;
6        (5) one member appointed by the Governor to represent
7    labor organizations representing manufacturing employees
8    with over 500,000 members;
9        (6) one member appointed by the Governor to represent
10    auto workers' unions;
11        (7) one member appointed by the Governor to represent
12    machinist workers' unions;
13        (8) one member appointed by the Governor to represent
14    garment workers' unions;
15        (9) one member appointed by the Governor to represent
16    statewide business groups representing American
17    manufacturers;
18        (10) one member appointed by the Governor to represent
19    the auto industry manufacturing sector;
20        (11) one member appointed by the Governor to represent
21    the interests of construction equipment and farm implement
22    manufacturing; and
23        (12) one member appointed by the Governor to represent
24    the interests of the American garment industry.
25    (c) In addition to the members listed in subsection (b) of
26this Section, each of the following, or their designee, shall

1serve as an ex-officio non-voting member of the Commission: the
2Director of Central Management Services, the Director of Labor,
3the Director of Commerce and Economic Opportunity, the
4Executive Director of the Board of Higher Education, the
5Secretary of Transportation, and the Director of Natural
6Resources.
7    (d) Appointed members shall serve a term of 4 years. The
8initial terms for members of the Commission shall commence on
9January 26, 2015.
10    (e) The members of the Commission shall serve without
11compensation but shall be reimbursed for their reasonable and
12necessary expenses, including travel expenses, from
13appropriations to the Department of Central Management
14Services available for that purpose and subject to the rules of
15the appropriate travel control board.
16    (f) Except ex-officio members, the members of the
17Commission shall be considered members with voting rights. A
18quorum of the Commission members shall consist of a majority of
19the members of the Commission. All actions and recommendations
20of the Commission must be approved by a majority vote of the
21members.
22    (g) Vacancies occurring among the members shall be filled
23in the same manner as the original appointment for the
24remainder of the unexpired term. Members are eligible for
25reappointment.
26    (h) The Commission shall file a report by December 31 of

1each year with the Department of Central Management Services.
2This report shall be posted on the Internet website of the
3Department of Central Management Services.
4    (i) This Section is repealed on December 31, 2017.
 
5    Section 10. The Department of Natural Resources Act is
6amended by adding Section 20-20 as follows:
 
7    (20 ILCS 801/20-20 new)
8    Sec. 20-20. Products manufactured in the United States. The
9Illinois State Museum shall set aside a booth or section of the
10gift shop for the sale of products manufactured in the United
11States. As used in this Section, "products manufactured in the
12United States" means assembled articles, materials, or
13supplies for which design, final assembly, processing,
14packaging, testing, or other process that adds value, quality,
15or reliability occurred in the United States.
 
16    Section 15. The State Parks Act is amended by adding
17Section 4b as follows:
 
18    (20 ILCS 835/4b new)
19    Sec. 4b. Products manufactured in the United States. Gift
20shops and concession areas within State parks and parkways
21shall set aside a booth or section for the sale of products
22manufactured in the United States. As used in this Section,

1"products manufactured in the United States" means assembled
2articles, materials, or supplies for which design, final
3assembly, processing, packaging, testing, or other process
4that adds value, quality, or reliability occurred in the United
5States.
 
6    Section 20. The Historic Preservation Agency Act is amended
7by adding Section 35 as follows:
 
8    (20 ILCS 3405/35 new)
9    Sec. 35. Products manufactured in the United States. State
10Historic Sites, State Memorials, and other properties that are
11under the jurisdiction of the Historic Preservation Agency
12under Section 6 of this Act shall set aside a booth or section
13for the sale of products manufactured in the United States. As
14used in this Section, "products manufactured in the United
15States" means assembled articles, materials, or supplies for
16which design, final assembly, processing, packaging, testing,
17or other process that adds value, quality, or reliability
18occurred in the United States.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.".
