| 5 | | on page 2, by deleting lines 17 through 21, and on page 3, |
| 6 | | by deleting line 1; and

| 7 | | on page 3, after line 17, by inserting the following:

| 8 | | "RESOLVED, All by-products of Rare Earth production will be

| 9 | | safely managed and stored on the site of the central Rare Earth
|
| 10 | | Refinery, Strategic Reserve, and Illinois will lead the world
|
| 11 | | in developing the safest strategic reserve to store, trace, and
|
| 12 | | manage every gram of Thorium by-product from Rare Earth
|
| 13 | | Production; and be it further".
