HOUSE RESOLUTION

 
2    WHEREAS, The federal Patient Protection and Affordable
3Care Act was signed into law by President Barack Obama on March
423, 2010; and
 
5    WHEREAS, The Obama administration has hired thousands of
6marketers and members of community organizations to educate and
7assist consumers with the Obamacare enrollment process; and
 
8    WHEREAS, These new government employees tasked with
9helping consumers understand the law and the insurance coverage
10provisions in the new health insurance marketplace are known as
11"navigators"; and
 
12    WHEREAS, The State of Illinois has given out more than $36
13million in federal taxpayer dollars to dozens of community
14groups in Illinois to hire temporary workers as navigators; and
 
15    WHEREAS, There are over 1,200 navigators in Illinois, many
16with no background in health insurance and limited training;
17and
 
18    WHEREAS, Since open enrollment began in October of 2013,
19there have been serious questions raised about the
20qualifications of navigators and the necessity of the program

1overall; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we urge the Department of Insurance to conduct a thorough
5review of the navigator program and its performance in
6enrolling previously uninsured Illinois citizens; and be it
7further
 
8    RESOLVED, That the Department of Insurance report those
9findings to the General Assembly at the earliest convenience;
10and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to Illinois Department of Insurance Director Andrew
13Boron and Governor Pat Quinn.
