HOUSE RESOLUTION

 
2    WHEREAS, Zero-based budgeting is a method of budgeting that
3is designed with the purpose of justifying every expenditure
4within the State budget, regardless of whether the expenditure
5was included in previous budgets; and
 
6    WHEREAS, Zero-based budgeting, which requires each
7activity to be justified on the basis of cost-benefit analysis,
8assumes that only certain present commitments exist and that no
9balance is carried forward; zero-based budgeting forces
10activities and expenditures to be ranked according to priority;
11and
 
12    WHEREAS, Zero-based budgeting stands in distinct contrast
13to the traditional Illinois form of budgeting, which projects a
14spending level based on the previous year's expenditures plus
15anticipated growth in resources; and
 
16    WHEREAS, Zero-based budgeting is a method of budgeting that
17has been embraced and pursued in a bipartisan manner elsewhere
18as a means of controlling State government spending; and
 
19    WHEREAS, Illinois has a bill backlog of approximately $7.5
20billion and an unfunded pension liability of nearly $100
21billion; and

1    WHEREAS, A zero-based budget would force the justification
2of all appropriations, not just new appropriations, and help
3guide Illinois out of its fiscal crisis; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we urge Illinois to work towards using a zero-based budget for
7all future annual budgets; and be it further
 
8    RESOLVED, That suitable copies of this resolution be
9presented to all members of the Illinois General Assembly.
