HOUSE RESOLUTION

 
2    WHEREAS, Parental alienation is the psychological term
3used to denote the unacceptable manipulative process used by
4one parent to alienate a child from the other parent by
5disparaging conduct or words to encourage the child to dislike
6or break communication ties with the other parent; and
 
7    WHEREAS, This process is most often used in the course of
8the parents' divorce or separation; and
 
9    WHEREAS, While divorce is the most common situation where
10parental alienation is used, it also has been known to happen
11during the course of unhappy marriages or relationships that do
12not end in divorce, as one parent seeks the exclusive
13companionship and alliance of the children or of a particular
14child in the family; and
 
15    WHEREAS, Parental alienation can be viewed as a form of
16child abuse because it denies a child, through cruel
17manipulation, a loving a supportive relationship with both
18parents; and is not in the best interest of the child; and
 
19    WHEREAS, The unhappiness bred by parental alienation has
20been known to lead to child kidnapping, murder, and suicide, or
21other destructive behavior as has been reported in the media;

2    WHEREAS, Awareness of parental alienation and its negative
3consequences on family relationships, and on children caught in
4this unhealthy negative web between his or her parents, will
5help to highlight this problem and lessen its occurrence;
6therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we designate the month of April of 2013 as "Stop Parental
10Alienation Awareness Month" in the State of Illinois.
