SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-28 new

    Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, no later than August 1, 2014, the Governor shall select 5 specific programs, each administered by a different State agency, to serve as test cases for the introduction of a continual performance measurement system. Provides that the Governor and the Director of the applicable State agency shall jointly identify specific and measurable goals for the test program to meet and shall monitor and evaluate the Agency's effectiveness in meeting those goals. Provides that certain information shall be included on the Agency's website and the budgeting for results website. Provides that the Commission on Government Forecasting and Accountability shall review the process and the results for the test cases and shall report its findings to the General Assembly annually. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Budget Law of the Civil Administrative
5Code of Illinois is amended by adding Section 50-28 as follows:
 
6    (15 ILCS 20/50-28 new)
7    Sec. 50-28. Continual performance measurement system.
8    (a) Notwithstanding any other provision of law, no later
9than August 1, 2014, the Governor shall select 5 specific
10programs, each administered by a different State agency, to
11serve as test cases for the introduction of a continual
12performance measurement system. The Governor and the Director
13of the applicable Agency shall jointly identify specific and
14measurable goals for the test program to meet and shall monitor
15and evaluate the Agency's effectiveness in meeting those goals.
16In addition, the Governor and the Director of the Agency shall
17establish consequences for not meeting the specified goals and
18incentives for exceeding those goals. Each designated Agency
19shall identify the specific program and shall post the goals,
20performance criteria, consequences, and incentives on its
21website. That information shall be updated at least quarterly.
22In addition, the identity of the test programs, the measurable
23goals, and the performance criteria shall be posted on the

1budgeting for results website at the beginning of each test
2case, and that information shall be updated at least quarterly.
3In fiscal year 2016, a the number of test cases shall be
4increased to 10 programs administered by 10 separate State
5agencies, and in fiscal year 2017, the number of test cases
6shall be increased to 15 programs administered by 15 separate
7State agencies.
8    The Commission on Government Forecasting and
9Accountability shall review the process and the results for the
10test cases and shall report its findings to the General
11Assembly annually.
12    The General Assembly shall consider the consequences and
13incentives when hearing the Agency's budget request in the
14following year's budget cycle.
15    (b) For the purposes of this Section:
16    "State agency" means any department, office, commission,
17board, or authority within the Executive Branch.
18    "Agency" means the State agency selected by the Governor
19under this Section.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.
