1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Western Illinois University Law is amended
5by changing Section 35-25 as follows:
 
6    (110 ILCS 690/35-25)
7    Sec. 35-25. Officers; meetings. Members of the Board shall
8elect annually by secret ballot from their own number a
9chairman who shall preside over meetings of the Board and a
10secretary.
11    Meetings of the Board shall be held at least once each
12quarter. One of these meetings must be held on the Quad Cities
13campus of Western Illinois University and all other meetings
14must be held on the campus of Western Illinois University at
15Macomb, Illinois. At all regular meetings of the Board, a
16majority of its members shall constitute a quorum. The student
17member shall have all of the privileges of membership,
18including the right to make and second motions, to attend
19executive sessions, and to vote on all Board matters except
20those involving faculty tenure, faculty promotion or any issue
21on which the student member has a direct conflict of interest.
22Unless the student member is entitled to vote on a measure at a
23meeting of the Board or any of its committees, he or she shall

1not be considered a member for the purpose of determining
2whether a quorum is present at the time that measure is voted
3upon. No action of the Board shall be invalidated by reason of
4any vacancies on the Board or by reason of any failure to
5select a student member.
6    Special meetings of the Board may be called by the chairman
7of the Board or by any 3 members of the Board.
8    At each regular and special meeting that is open to the
9public, members of the public and employees of the University
10shall be afforded time, subject to reasonable constraints, to
11make comments to or ask questions of the Board.

14    Section 99. Effective date. This Act takes effect upon
15becoming law.
