1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Sections 11-709.2 and 11-709.3 as follows:
 
6    (625 ILCS 5/11-709.2)
7    Sec. 11-709.2. Bus on shoulder pilot program.
8    (a) The For purposes of this Section, "bus on shoulders" is
9the use of specifically designated shoulders of roadways by
10authorized transit buses may be authorized by . The shoulders
11may be used by transit buses at times and locations as set by
12the Department in cooperation with the Regional Transportation
13Authority and the Suburban Bus Division of the Regional
14Transportation Authority. The Department shall prescribe by
15rule which transit buses are authorized to operate on
16shoulders, as well as times and locations. The Department may
17erect signage to indicate times and locations of designated
18shoulder usage.
19    (b) (Blank) Commencing on the effective date of this
20amendatory Act of the 97th General Assembly, the Department
21along with the Regional Transportation Authority and Suburban
22Bus Division of the Regional Transportation Authority in
23cooperation with the Illinois State Police shall establish a

15-year pilot program within the boundaries of the Regional
2Transportation Authority for transit buses on highways and
3shoulders. The pilot program may be implemented on shoulders of
4highways as designated by the Department in cooperation with
5the Regional Transportation Authority and Suburban Bus
6Division of the Regional Transportation Authority. The
7Department may adopt rules necessary for transit buses to use
8roadway shoulders.
9    (c) (Blank) After the pilot program established under
10subsection (b) of this Section has been operating for 2 years,
11the Department in cooperation with the Regional Transit
12Authority, the Suburban Bus Division of the Regional
13Transportation Authority, and the Illinois State Police shall
14issue a report to the General Assembly on the effectiveness of
15the bus on shoulders pilot program.

19The Illinois State Toll Highway Authority may allow transit
20buses to use the shoulders of highways under its jurisdiction
21as part of the bus on shoulder pilot program under Section
2211-709.2 of this Code.

24    Section 99. Effective date. This Act takes effect upon
25becoming law.
