1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.64c as follows:
 
6    (105 ILCS 5/2-3.64c new)
7    (Section scheduled to be repealed on June 1, 2015)
8    Sec. 2-3.64c. Assessment Review Task Force. The State
9Superintendent of Education shall appoint a task force to
10review standardized assessments. The task force shall consist
11of all of the following individuals:
12        (1) Two parents.
13        (2) One educator representing a statewide professional
14    teachers' organization.
15        (3) One educator representing a different statewide
16    professional teachers' organization.
17        (4) One educator representing a professional teachers'
18    organization in a city having a population exceeding
19    500,000.
20        (5) One early childhood educator.
21        (6) One school district administrator representing an
22    association representing school administrators.
23        (7) One school principal representing an association

1    representing school principals.
2        (8) One school district board member representing an
3    association representing school board members.
4        (9) One early childhood center administrator.
5        (10) One assessment expert.
6        (11) One representative of the State Board of
7    Education.
8        (12) One representative of regional superintendents of
9    schools.
10        (13) One representative of a 4-year institution of
11    higher education.
12        (14) One representative of a 2-year institution of
13    higher education.
14        (15) One citizen who is a resident of this State.
15        (16) One representative from an organization
16    representing high school districts.
17        (17) One bilingual education educator.
18        (18) One school principal representing an association
19    representing school principals in a city having a
20    population exceeding 500,000.
21        (19) One special education administrator of a school
22    district.
23The task force shall also consist of the following members
24appointed as follows:
25        (A) One member of the Senate appointed by the President
26    of the Senate.

1        (B) One member of the Senate appointed by the Minority
2    Leader of the Senate.
3        (C) One member of the House of Representatives
4    appointed by the Speaker of the House of Representatives.
5        (D) One member of the House of Representatives
6    appointed by the Minority Leader of the House of
7    Representatives.
8    The State Superintendent shall appoint one of the task
9force members as chairperson of the task force. The task force
10shall meet at least 4 times to review standardized assessments.
11This review shall include at least 5% of school districts in
12this State that represent a regionally equal sampling selected
13from among those counties of this State other than Cook County
14and the 5 counties contiguous to Cook County and shall include
15a school district located in a city having a population over
16500,000. The task force shall review the content and design of
17standardized assessments; the time and money expended to
18prepare for standardized assessments as measured against the
19purpose of the assessment; parent, student, and educator
20perceptions of the level and intensity of standardized
21assessments; and any other issues involving standardized
22assessments identified by the task force. The State Board of
23Education shall provide administrative support to the task
24force.
25    The task force shall report its findings to the Governor
26and General Assembly no later than May 31, 2015, and, upon

1filing its report, the task force is dissolved. This Section is
2repealed on June 1, 2015.
 
3    Section 99. Effective date. This Act takes effect July 1,
42014.
