AMENDMENT TO HOUSE BILL 5330

2    AMENDMENT NO. ______. Amend House Bill 5330, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The School Code is amended by adding Section
62-3.64c as follows:
 
7    (105 ILCS 5/2-3.64c new)
8    (Section scheduled to be repealed on June 1, 2015)
9    Sec. 2-3.64c. Assessment Review Task Force. The State
10Superintendent of Education shall appoint a task force to
11review standardized assessments. The task force shall consist
12of all of the following individuals:
13        (1) Two parents.
14        (2) One educator representing a statewide professional
15    teachers' organization.
16        (3) One educator representing a different statewide

1    professional teachers' organization.
2        (4) One educator representing a professional teachers'
3    organization in a city having a population exceeding
4    500,000.
5        (5) One early childhood educator.
6        (6) One school district administrator representing an
7    association representing school administrators.
8        (7) One school principal representing an association
9    representing school principals.
10        (8) One school district board member representing an
11    association representing school board members.
12        (9) One early childhood center administrator.
13        (10) One assessment expert.
14        (11) One representative of the State Board of
15    Education.
16        (12) One representative of regional superintendents of
17    schools.
18        (13) One representative of a 4-year institution of
19    higher education.
20        (14) One representative of a 2-year institution of
21    higher education.
22        (15) One citizen who is a resident of this State.
23        (16) One representative from an organization
24    representing high school districts.
25    The State Superintendent shall appoint one of the task
26force members as chairperson of the task force. The task force

1shall meet at least 4 times to review standardized assessments.
2This review shall include at least 5% of school districts in
3this State that represent a regionally equal sampling selected
4from among those counties of this State other than Cook County
5and the 5 counties contiguous to Cook County and shall include
6a school district located in a city having a population over
7500,000. The task force shall review the content and design of
8standardized assessments; the time and money expended to
9prepare for standardized assessments as measured against the
10purpose of the assessment; parent, student, and educator
11perceptions of the level and intensity of standardized
12assessments; and any other issues involving standardized
13assessments identified by the task force. The State Board of
14Education shall provide administrative support to the task
15force.
16    The task force shall report its findings to the Governor
17and General Assembly no later than May 31, 2015, and, upon
18filing its report, the task force is dissolved. This Section is
19repealed on June 1, 2015.
 
20    Section 99. Effective date. This Act takes effect July 1,
212014.".
