1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Military Code of Illinois is amended by
5adding Section 22-9.1 as follows:
 
6    (20 ILCS 1805/22-9.1 new)
7    Sec. 22-9.1. National Guard billeting operations; fund.
8    (a) Billeting operations. The Department of Military
9Affairs is authorized to provide oversight and administration
10of billeting operations conducted by the Illinois National
11Guard at locations within the State, including, but not limited
12to, Marseilles Training Center, Camp Lincoln, and any other
13training sites where military billeting operations may be
14established.
15    (b) Illinois National Guard Billeting Fund. The Illinois
16National Guard Billeting Fund is created as a special,
17non-appropriated fund in the State treasury. The Fund shall
18receive proceeds collected by the Department of Military
19Affairs in exchange for the provision of billets at any site
20within the State where military billeting operations are
21established or conducted. Moneys within the Fund shall be used
22to pay the expenses of billeting operations not eligible for
23payment with federal or State appropriated funds, including,

1but not limited to, the procurement of items for billeting
2rooms, cleaning, linen, and maintenance. The Department of
3Military Affairs shall administer the Fund in accordance with
4the laws of this State, applicable federal requirements
5governing the use of such funds, and appropriate rules and
6procedures established by the Adjutant General.
 
7    Section 10. The State Finance Act is amended by adding
8Section 5.855 as follows:
 
9    (30 ILCS 105/5.855 new)
10    Sec. 5.855. The Illinois National Guard Billeting Fund.
 
11    Section 99. Effective date. This Act takes effect July 1,
