    Amends various Acts relating to the governance of public universities in Illinois and the Public Community College Act. With respect to students of a public university or community college who participate in an interscholastic, institution-sponsored, or institution-supported athletic activity, provides that if the athletes for a particular athletic activity are required to wear uniform articles of clothing, whether during practice, during competition, or at any other time, the articles of clothing must be manufactured in the United States. Provides that the Board of Higher Education and the Illinois Community College Board may adopt any rules necessary to implement and administer these provisions. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 90 as follows:
 
6    (110 ILCS 305/90 new)
7    Sec. 90. Athletic uniform manufacturing requirements.
8    (a) In this Section:
9    "Articles of clothing" means items worn to cover any part
10of the body, including without limitation headgear,
11sweatbands, socks, and footwear.
12    "Athletes" means students of the university who
13participate in an interscholastic, university-sponsored, or
14university-supported athletic activity.
15    "Headgear" means a helmet, hat, or any other item worn on
16the head.
17    "Manufactured in the United States" means that, in the case
18of assembled articles, materials, or supplies, design, final
19assembly, processing, packaging, testing, or any other process
20that adds value, quality, or reliability occurs in the United
21States.
22    (b) If the athletes for a particular athletic activity are
23required to wear uniform articles of clothing, whether during

3    (c) The Board of Higher Education may adopt any rules

6Act is amended by adding Section 75 as follows:

9    (a) In this Section:
10    "Articles of clothing" means items worn to cover any part
11of the body, including without limitation headgear,
12sweatbands, socks, and footwear.
13    "Athletes" means students of a community college who
14participate in an interscholastic, college-sponsored, or
15college-supported athletic activity.
16    "Headgear" means a helmet, hat, or any other item worn on
17the head.
18    "Manufactured in the United States" means that, in the case
19of assembled articles, materials, or supplies, design, final
20assembly, processing, packaging, testing, or any other process
21that adds value, quality, or reliability occurs in the United
22States.
23    (b) If the athletes for a particular athletic activity are

3    (c) The State Board may adopt any rules necessary to

5    Section 99. Effective date. This Act takes effect upon
6becoming law.
