AMENDMENT TO HOUSE BILL 4113

2    AMENDMENT NO. ______. Amend House Bill 4113 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Alternative Sentencing Job Training Act is
5amended by changing Sections 1, 5, 10, and 15 as follows:

7    Sec. 1. Short title. This Act may be cited as the
8Neighborhood Restoration and Alternative Sentencing Job
9Training Act.

12    Sec. 5. Finding. The Legislature finds that throughout the
13State there are areas in which overcrowding in county jails
14exist as well as similar problems in the State correctional
15facilities, at the same time, many communities have a problem

1with deteriorating housing that with adequate repair and
2restoration could be used as housing for the homeless, mentally
3ill, and low income families as transitional accommodations.

6    Sec. 10. Authority. The Department of Corrections or county
7sheriffs may enter into joint contracts with county, units of
8local government and non-profit housing development
9corporations to develop job training programs to rehabilitate
10houses. These rehabilitated houses may be used as transitional
11housing for homeless, mentally ill, and low income citizens in
12areas where there exists severe housing shortages or
13deterioration of housing in a community.

16    Sec. 15. Administrative rules; violent crime offenders
17ineligible. The Director of the Department of Corrections and
18the Director of Labor shall develop by rule the criteria for
19selection of the participants of the program in conjunction
20with and approval by the sentencing court. A county sheriff may
21authorize persons serving county impact incarceration
22supervised release periods and persons participating in county
23jail based outpatient or custodial treatment programs to
24participate in a job training program to rehabilitate houses.
