    Amends the Compensation Review Act. Prohibits cost-of-living adjustments for or during the fiscal year beginning July 1, 2013, and for each fiscal year thereafter for State government legislative and executive elected officers and appointees in positions for which the Compensation Review Board previously recommended or determined compensation. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Compensation Review Act is amended by
5changing Sections 5.8 and 5.9 and by adding Section 6.1 as
6follows:
 
7    (25 ILCS 120/5.8)
8    Sec. 5.8. FY12 COLAs prohibited. Notwithstanding any
9former or current provision of this Act, any other law, any
10report of the Compensation Review Board, or any resolution of
11the General Assembly to the contrary, members of the General
12Assembly, State's attorneys, other than the county supplement,
13elected executive branch constitutional officers of State
14government, and persons in certain appointed offices of State
15government, including the membership of State departments,
16agencies, boards, and commissions, whose annual compensation
17previously was recommended or determined by the Compensation
18Review Board, are prohibited from receiving and shall not
19receive any increase in compensation that would otherwise apply
20based on a cost of living adjustment, as authorized by Senate
21Joint Resolution 192 of the 86th General Assembly, for or
22during the fiscal year beginning July 1, 2011. That cost of
23living adjustment shall apply again in the fiscal year
