AMENDMENT TO HOUSE BILL 2780

2    AMENDMENT NO. ______. Amend House Bill 2780, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Recyclable Metal Purchase Registration Law
6is amended by adding Section 6.5 as follows:
 
7    (815 ILCS 325/6.5 new)
8    Sec. 6.5. Recyclable Metal Theft Task Force.
9    (a) The Recyclable Metal Theft Task Force is created within
10the Office of the Secretary of State. The Office of the
11Secretary of State shall provide administrative support for the
12Task Force. The Task Force shall consist of the members
13designated in subsections (b) and (c).
14    (b) Members of the Task Force representing the State shall
15be appointed as follows:
16        (1) Two members of the Senate appointed one each by the

1    President of the Senate and by the Minority Leader of the
2    Senate;
3        (2) Two members of the House of Representatives
4    appointed one each by the Speaker of the House of
5    Representatives and by the Minority Leader of the House of
6    Representatives;
7        (3) One member representing the Office of the Secretary
8    of State appointed by the Secretary of State; and
9        (4) Two members representing the Department of State
10    Police appointed by the Director of State Police, one of
11    whom must represent the State Police Academy.
12    (c) The members appointed under subsection (b) shall select
13from their membership a chairperson. The chairperson shall
14appoint the public members of the Task Force as follows:
15        (1) One member representing municipalities in this
16    State with consideration given to persons recommended by an
17    organization representing municipalities in this State;
18        (2) Five chiefs of police from various geographical
19    areas of the State with consideration given to persons
20    recommended by an organization representing chiefs of
21    police in this State;
22        (3) One representative of a public utility
23    headquartered in Illinois;
24        (4) One representative of recyclable metal dealers in
25    Illinois;
26        (5) One representative of scrap metal suppliers in

1    Illinois;
2        (6) One representative of insurance companies offering
3    homeowners insurance in this State; and
4        (7) One representative of rural electric cooperatives
5    in Illinois.
6    (d) The Task Force shall endeavor to establish a
7collaborative effort to combat recyclable metal theft
8throughout the State and assist in developing regional task
9forces, as determined necessary, to combat recyclable metal
10theft. The Task Force shall consider and develop long-term
11solutions, both legislative and enforcement-driven, for the
12rising problem of recyclable metal thefts in this State.
13    (e) Each year, the Task Force shall review the
14effectiveness of its efforts in deterring and investigating the
15problem of recyclable metal theft and in assisting in the
16prosecution of persons engaged in recyclable metal theft. The
17Task Force shall by October 31 of each year report its findings
18and recommendations to the General Assembly and the Governor.".
