AMENDMENT TO HOUSE BILL 2780

2    AMENDMENT NO. ______. Amend House Bill 2780 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Recyclable Metal Purchase Registration Law
5is amended by adding Section 6.5 as follows:
 
6    (815 ILCS 325/6.5 new)
7    Sec. 6.5. Recyclable Metal Theft Task Force.
8    (a) The Recyclable Metal Theft Task Force is created within
9the Office of the Secretary of State. The Office of the
10Secretary of State shall provide administrative support for the
11Task Force. The Task Force shall consist of the members
12designated in subsections (b) and (c).
13    (b) Members of the Task Force representing the State shall
14be appointed as follows:
15        (1) Two members of the Senate appointed one each by the
16    President of the Senate and by the Minority Leader of the

1    Senate;
2        (2) Two members of the House of Representatives
3    appointed one each by the Speaker of the House of
4    Representatives and by the Minority Leader of the House of
5    Representatives;
6        (3) One member representing the Office of the Secretary
7    of State appointed by the Secretary of State; and
8        (4) Two members representing the Department of State
9    Police appointed by the Director of State Police, one of
10    whom must represent the State Police Academy.
11    (c) The members appointed pursuant to subsection (b) shall
12select from their membership a chairperson. The chairperson
13shall appoint the public members of the Task Force as follows:
14        (1) One member representing municipalities in this
15    State with consideration given to persons recommended by an
16    organization representing municipalities in this State;
17        (2) Five chiefs of police from various geographical
18    areas of the State with consideration given to persons
19    recommended by an organization representing chiefs of
20    police in this State;
21        (3) One representative of a public utility
22    headquartered in Illinois;
23        (4) One representative of recyclable metal dealers in
24    Illinois;
25        (5) One representative of scrap metal suppliers in
26    Illinois; and

1        (6) One representative of insurance companies offering
2    homeowners insurance in this State.
3    (d) The Task Force shall endeavor to establish a
4collaborative effort to combat recyclable metal theft
5throughout the State and assist in developing regional task
6forces, as determined necessary, to combat recyclable metal
7theft. The Task Force shall consider and develop long-term
8solutions, both legislative and enforcement-driven, for the
9rising problem of recyclable metal thefts in this State.
10    (e) Each year, the Task Force shall review the
11effectiveness of its efforts in deterring and investigating the
12problem of recyclable metal theft and in assisting in the
13prosecution of persons engaged in recyclable metal theft. The
14Task Force shall by October 31 of each year report its findings
15and recommendations to the Secretary of State.".
