1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Township Code is amended by changing Section
545-10 as follows:
 
6    (60 ILCS 1/45-10)
7    Sec. 45-10. Political party caucus in township; notice.
8    (a) On the first Tuesday in December preceding the date of
9the regular township election, a caucus shall be held by the
10voters of each established political party in a township to
11nominate its candidates for the various offices to be filled at
12the election. Notice of the caucus shall be given at least 10
13days before it is held by publication in some newspaper having
14a general circulation in the township. Not less than 30 days
15before the caucus, the township clerk shall notify the chairman
16or membership of each township central committee by first-class
17mail of the chairman's or membership's obligation to report the
18time and location of the political party's caucus. Not less
19than 20 days before the caucus, each chairman of the township
20central committee shall notify the township clerk by
21first-class mail of the time and location of the political
22party's caucus. If the time and location of 2 or more political
23party caucuses conflict, the township clerk shall establish, by

1a fair and impartial public lottery, the time and location for
2each caucus.
3    If the chairperson of the township central committee fails
4to meet the requirements of this Section, the chairperson's
5political party shall not be permitted to nominate a candidate,
6either by caucus as provided for in this Section or as
7otherwise authorized by the Election Code, in the next upcoming
8consolidated election for any office for which a nomination
9could have been made at the caucus should the chairperson of
10the township central committee have met the requirements of
11this Section.
12    (b) Except as provided in this Section, the township board
13shall cause notices of the caucuses to be published. The notice
14shall state the time and place where the caucus for each
15political party will be held. The board shall fix a place
16within the township for holding the caucus for each established
17political party. When a new township has been established under
18Section 10-25, the county board shall cause notice of the
19caucuses to be published as required by this Section and shall
20fix the place within the new township for holding the caucuses.

22    Section 99. Effective date. This Act takes effect upon
23becoming law.
