1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-699 as follows:
 
6    (625 ILCS 5/3-699 new)
7    Sec. 3-699. Diabetes Awareness license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated as Diabetes Awareness license
11plates. The special plates issued under this Section shall be
12affixed only to passenger vehicles of the first division and
13motor vehicles of the second division weighing not more than
148,000 pounds. Plates issued under this Section shall expire
15according to the multi-year procedure established by Section
163-414.1 of this Code.
17    (b) The design and color of the plates is wholly within the
18discretion of the Secretary of State. The Secretary, in his or
19her discretion, may allow the plates to be issued as vanity or
20personalized plates under Section 3-405.1 of this Code. The
21Secretary shall prescribe stickers or decals as provided under
22Section 3-412 of this Code.
23    (c) An applicant for the special plate shall be charged a

1$40 fee for original issuance in addition to the appropriate
2registration fee. Of this fee, $25 shall be deposited into the
3Diabetes Research Checkoff Fund and $15 shall be deposited into
4the Secretary of State Special License Plate Fund, to be used
5by the Secretary to help defray the administrative processing
6costs.
7    For each registration renewal period, a $27 fee, in
8addition to the appropriate registration fee, shall be charged.
9Of this fee, $25 shall be deposited into the Diabetes Research
10Checkoff Fund and $2 shall be deposited into the Secretary of
11State Special License Plate Fund.
