AMENDMENT TO HOUSE BILL 1305

2    AMENDMENT NO. ______. Amend House Bill 1305 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Consumer Fraud and Deceptive Business
5Practices Act is amended by adding Section 2QQQ as follows:
 
6    (815 ILCS 505/2QQQ new)
7    Sec. 2QQQ. Disclosure of changes in billing statements.
8    (a) A person who provides to a consumer a billing statement
9or other invoice for electric service, gas service, internet
10services, telecommunications service, or video services must
11disclose on the billing statement or invoice the reason for any
12change in the amount due from the most recently issued billing
13statement or invoice.
14    (b) The disclosure required under this Section must set
15forth:
16        (1) whether a promotional offer has expired;

1        (2) whether a tax has increased or decreased;
2        (3) whether a unit price rate has increased or
3    decreased;
4        (4) any other reason for a change in the amount due.
5    (c) The disclosure required under this Section must appear
6in 2 separate locations on the billing statement or invoice. It
7must appear both at the top of the statement or invoice and
8near the amount due portion of the billing statement or
9invoice, be in bold print and in a color different from the
10rest of the billing statement or invoice, and be captioned as
11follows: "Changes In Your Bill". It must include at the first
12location a telephone number the consumer may use in contacting
13the person sending the billing statement or invoice for
14additional information.
15    (d) It is an unlawful practice within the meaning of this
16Act for a person to issue a billing statement or invoice that
17does not comply with the requirements of this Section.".
