1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
522-77 as follows:
 
6    (105 ILCS 5/22-77 new)
7    (Section scheduled to be repealed on July 1, 2014)
8    Sec. 22-77. Young Adults Heroin Use Task Force.
9    (a) There is created the Young Adults Heroin Use Task Force
10to address the growing problem of heroin use in high schools
11across this State. The Task Force shall consist of all of the
12following members:
13        (1) Four members of the House of Representatives,
14    appointed by the Speaker of the House of Representatives.
15        (2) Three members of the House of Representatives,
16    appointed by the Minority Leader of the House of
17    Representatives.
18    Members of the Task Force shall serve without compensation
19but shall be reimbursed for their reasonable and necessary
20expenses from funds appropriated to the State Board of
21Education for that purpose. The members of the Task Force shall
22be reimbursed for their travel expenses from appropriations to
23the State Board of Education available for that purpose and

1subject to the rules of the appropriate travel control board.
2    (b) The State Board of Education shall provide
3administrative and other support to the Task Force.
4    (c) The Task Force shall conduct a study on the heroin use
5problem in high schools and suggest programs for high schools
6to use to address the problem, which programs may involve local
7law enforcement agencies.
8    (d) On or before June 30, 2014, the Task Force shall report
9its findings and recommendations to the General Assembly, by
10filing copies of its report as provided in Section 3.1 of the
11General Assembly Organization Act, and to the Governor.
12    (e) The Task Force is abolished and this Section is
13repealed on July 1, 2014.
 
14    Section 99. Effective date. This Act takes effect upon
15becoming law.
