SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Dr. Sam H. McGowen of Mascoutah, who
4passed away on November 21, 2012; and
 
5    WHEREAS, Sam McGowen was a native of Puxico, Missouri; he
6married his loving wife, Sue, on August 27, 1988, in Puxico,
7Missouri; and
 
8    WHEREAS, Sam McGowen attended Southeast Missouri State
9University, where he earned his bachelor's degree in social
10studies/English in 1966; he subsequently earned his master's
11degree at SEMO and a doctorate degree at St. Louis University;
12and
 
13    WHEREAS, Sam McGowen had a long and distinguished career in
14education; he began his career in 1967 as a social studies
15teacher in Bonne Terre, Missouri, and worked his way through
16progressive assignments as an elementary principal and junior
17high principal and superintendent in Bonne Terre; he later
18accepted positions as superintendent in Dexter, Missouri and
19Paris, Illinois, before becoming the Superintendent of Schools
20for District 19 in Mascoutah in 1994; he served as
21Superintendent of District 19 until June of 2012; and

1    WHEREAS, Sam McGowen was in active and reserve military
2service with the Missouri Army National Guard for 27 years,
3primarily in Army engineer battalions; at the time of his
4retirement in 1993, he had achieved the rank of lieutenant
5colonel; and
 
6    WHEREAS, Sam McGowen was preceded in death by his father,
7Hubert McGowen; and
 
8    WHEREAS, Sam McGowen is survived by his wife, Sue M.
9McGowen; his children, Bonnie McBurney, Brian (Peggy) McGowen,
10Sarah (Roy) Phillips, and Nan (Brad) Beaird; his grandchildren,
11Ryan and Chadd McBurney, Kristan McGowen, Arriel (Cody) Smith,
12Parke and Ben Phillips, and Leam and Landon Beaird; his mother,
13Wilma McGowen; and his brothers, Jim (Marsha) McGowen and Terry
14(Trish) McGowen; therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
17his family and friends, the passing of Dr. Sam H. McGowen; and
18be it further
 
19    RESOLVED, That suitable copies of this resolution be
20presented to the family of Sam McGowen as an expression of our
21sympathy.
