SENATE RESOLUTION

 
2    WHEREAS, The Illinois Law Enforcement Training and
3Standards Board is an agency of the State of Illinois that
4receives moneys appropriated by the General Assembly from both
5the Traffic and Criminal Conviction Surcharge Fund and from
6general revenue; and
 
7    WHEREAS, The Illinois Law Enforcement Training and
8Standards Board is charged under Section 6 of the Illinois
9Police Training Act with selecting and certifying schools
10within the State of Illinois for the purpose of providing basic
11training for probationary police officers, probationary county
12corrections officers, and court security officers; and
 
13    WHEREAS, Public statements made on behalf of the Illinois
14Law Enforcement Training and Standards Board indicate that the
15Board is seeking to operate its own police training academy;
16and
 
17    WHEREAS, The Illinois Law Enforcement Training and
18Standards Board has no statutory authority to operate a police
19training academy; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is

1directed to conduct a performance audit of the Illinois Law
2Enforcement Training and Standards Board to assess the Board's
3use of the moneys appropriated to it by the General Assembly;
4and be it further
 
5    RESOLVED, That the audit shall include, but not be limited
6to, the determination of whether the Board has been spending
7moneys appropriated to it by the General Assembly for
8activities that are beyond its statutory grant of authority;
9and be it further
 
10    RESOLVED, That the Illinois Law Enforcement Training and
11Standards Board, and any other entity having information
12relevant to this audit, shall cooperate fully with the Auditor
13General in the conduct of this audit; and be it further
 
14    RESOLVED, That the Auditor General shall commence this
15audit as soon as possible and report his or her findings and
16recommendations upon completion in accordance with the
17provisions of Section 3-14 of the Illinois State Auditing Act;
18and be it further
 
19    RESOLVED, That copies of this resolution be delivered to
20the Auditor General and the Executive Director and members of
21the Illinois Law Enforcement Training and Standard Board.
