SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Carol Ann Winn of Chicago, who passed
4away on May 7, 2012; and
 
5    WHEREAS, She was the only child born to Lula Bell Winn on
6October 31, 1950 in Nashville, Tennessee; she attended
7Elementary and High School in the Nashville Public Schools, in
8some of the first schools to integrate; she was accepted to
9Hampton University, but later transferred to Norfolk State
10University to complete her Bachelors of Science in Social Work
11in 1972; she became a member of Alpha Kappa Alpha Sorority,
12Incorporated while at Norfolk State; and
 
13    WHEREAS, She later worked as Houseparent at the Monroe
14Harding Children's Home; in 1981, she completed her Masters of
15Social Work at the University of Tennessee Knoxville; and
 
16    WHEREAS, She was an accomplished social worker and
17advocating for children and families was her true calling; she
18began her professional career with Planned Parenthood in
19Nashville; she moved to Chicago in 1982, getting a job at Sadie
20Waterford Manor as a Social Worker; she then worked at Bobby E.
21Wright Comprehensive Community Mental Health Center in private
22practice as a therapist, at Accounters Community Center, for

1the University of Chicago's Parent Health and Infant
2Development Initiative, and as the Director for Essex House at
3Bartelme Homes; in 1989, she was hired as the Division Director
4of Foster Care at Ada S. McKinley Community Services, Inc.
5where she was director until 2009; and
 
6    WHEREAS, She was involved in many organizations as a
7committee and board member including: the National Association
8of Black Social Workers (of which she was Immediate Past
9President), the National Association of Social Workers, the
10International Foster Care Organization, the African American
11Family Commission, and the Southeast Community Youth Services
12Board; she also served on advisory committees at Northern
13Illinois University, Chicago State University, the Chicago
14Sexual Assault Services Network, ABJ Community Services, Inc.,
15Coordinating Opportunities for Parenting Education, and the
16Community Mental Health Council's Professional Advisory Board;
17she also dedicated time as a consultant for the Chicago Urban
18League, Center for Successful Childhood Development; and
 
19    WHEREAS, She received many honors throughout her career,
20including being named the 2009 recipient of the NASW Lifetime
21Achievement Award and the 2007 Phenomenal Woman Award from
22Chicago's Black Women Expo; and
 
23    WHEREAS, She was an avid reader, and was a founding member

1of the Sisterhood, a book club group of professional black
2women; she enjoyed creative endeavors and was a collector of
3African- American as well as African art; she enjoyed the
4theatre and music and encouraged the musical education of both
5of her children; spirituality was paramount to her, and she
6spent a lot of times cultivating her faith; and
 
7    WHEREAS, She was preceded in death by her mother, Lula Bell
8Winn; and
 
9    WHEREAS, Carol Ann Winn leaves to cherish her memories, her
10daughter, Tya Carol; her son, Jonathan Andrew David; her aunt,
11Betty Foster; her uncles, John Winn and Thomas Mullins; and
12many loving and devoted cousins, extended family, and close
13friends; therefore, be it
 
14    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
15ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
16her family and friends, the passing of Carol Ann Winn; and be
17it further
 
18    RESOLVED, That a suitable copy of this resolution be
19presented to the family of Carol Ann Winn as a symbol of our
20sincere sympathy.
