SENATE JOINT RESOLUTION

 
2    WHEREAS, The Illinois General Assembly finds that health
3benefits exchanges authorized by the federal Patient
4Protection and Affordable Care Act are a cost-effective way in
5which the State can provide individuals access to greater
6coverage options; and
 
7    WHEREAS, The State has, pursuant to Public Act 97-0142,
8established an Illinois Health Benefits Exchange Legislative
9Study Committee to conduct a study regarding State
10implementation and establishment of an Illinois Health
11Benefits Exchange; and
 
12    WHEREAS, The Illinois Health Benefits Exchange Legislative
13Study Committee has been directed to report on coverage for
14full-time and part-time employees and their dependents and to
15make recommendations to the General Assembly on prospective
16actions; and
 
17    WHEREAS, Health benefits exchanges currently provide
18affordable health insurance for hundreds of thousands of
19Medicare eligible retirees; and
 
20    WHEREAS, Health benefits exchanges may provide similar
21health benefits and reduced costs for Medicare eligible former

1State employees currently receiving health benefits from the
2State of Illinois; therefore, be it
 
3    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that the Illinois Health Benefits Exchange
6Legislative Study Committee shall study the utilization of a
7health benefits exchange in order to provide retiree health
8benefits for Medicare eligible former State employees; and be
9it further
 
10    RESOLVED, That the Illinois Health Benefits Exchange
11Legislative Study Committee shall hold subject-matter hearings
12and shall prepare a written report to be presented to members
13of the General Assembly on or before December 31, 2012; and be
14it further
 
15    RESOLVED, That suitable copies of this resolution be
16delivered to the members of the Illinois General Assembly, the
17Governor of the State of Illinois, the Director of the Office
18of Management and Budget, the Director of Health and Family
19Services, and the Director of Central Management Services.
