SENATE JOINT RESOLUTION

 
2    WHEREAS, It is the policy and intent of the State of
3Illinois that, in accord with the setting of performance
4standards, every student, regardless of the economic or social
5circumstances and regardless of the school to which the student
6is assigned, has the right to the same level of educational
7services as every other student in this State, to the extent
8allowed by State funds; and
 
9    WHEREAS, Every student should have a teacher assignment by
10no later than the tenth day of class following the opening of
11the school year, and every school district should complete
12student scheduling by 30 days prior to the first day of class
13at the opening of the school year; and
 
14    WHEREAS, Every school district should, by measures
15relative to its resources, provide its students with an
16education that promotes the personal development and civic
17responsibility of the student and that includes a meaningful
18opportunity for instruction in civics, history, art, music, and
19foreign languages; and
 
20    WHEREAS, In all instances, school districts should give due
21weight to the special problems of children living in districts
22with high concentrations of poverty when considering the method

1in which they will provide an education; therefore, be it
 
2    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4CONCURRING HEREIN, that a copy of this resolution be delivered
5to the State Superintendent of Education and disseminated by
6the State Superintendent of Education to all school districts
7in this State.
