3    Section 990. Construction.
4    (a) All references to State or federal statutes,
5regulations, or other law in this Act shall be construed to
6include any subsequent amendment, recodification, reenactment,
7reorganization, or change in name of that statute, regulation,
8or law in the same or a substantially similar form as that
9statute, regulation, or law. All references to court orders and
10consent decrees in this Act shall be construed to include any
11subsequent amendment or other change to that order or consent
12decree in the same or a substantially similar form as that
13order or consent decree, made by a court of competent
14jurisdiction.
15    (b) All references to State or federal statutes,
16regulations, and other law, or to specific grant programs,
17shall be construed to include any additional grant programs or
18subgrants made by the same agency under the State or federal
19statutes, regulations, other laws, or grant programs specified
20therein.
 
21    Section 992. Grant programs enacted on or after July 1,
222012. For any grant programs or funds enacted by statute or
23regulation, or established pursuant to a settlement agreement
24ordered by a court or entered into, on or after July 1, 2012

1that would otherwise be subject to the provisions of Section

72017.
 
8    Section 999. Effective date. This Act takes effect July 1,
