SYNOPSIS AS INTRODUCED:
 
5 ILCS 420/Art. 5 heading new
5 ILCS 420/5-101 new

    Amends the Illinois Governmental Ethics Act. Creates the Legislative Ethics Reform Task Force. Specifies the composition of the Task Force. Charges the Task Force with studying the provisions of the Code of Conduct in Article 3 of the Illinois Governmental Ethics Act and identifying provisions that need to be expanded or clarified, proposing specific penalties for violations of the Act, and enhancing the level of reporting required in the statements of economic interest. Requires the Task Force to report its findings to the Senate, the House of Representatives, Office of Attorney the General, Office of the Legislative Inspector General, and the Legislative Ethics Commission by January 1, 2013. Repeals the provision that creates the Task Force on January 1, 2014. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Governmental Ethics Act is amended
5by adding the heading of Article 5 and Section 5-101 as
6follows:
 
7    (5 ILCS 420/Art. 5 heading new)

ARTICLE 5. LEGISLATIVE ETHICS REFORM TASK FORCE

 
9    (5 ILCS 420/5-101 new)
10    Sec. 5-101. Legislative Ethics Reform Task Force.
11    (a) The Legislative Ethics Reform Task Force is hereby
12created to study and suggest reforms to the existing provisions
13of this Act.
14    (b) The Task Force shall be composed of the following
15members:
16        (1) one member of the Senate, appointed by the
17    President of the Senate;
18        (2) one member of the Senate, appointed by the minority
19    leader of the Senate;
20        (3) one member of the House of Representatives,
21    appointed by the Speaker of the House of Representatives;
22        (4) one member of the House of Representatives,

1    appointed by the minority leader of the House of
2    Representatives;
3        (5) the Legislative Inspector General or his or her
4    designee; and
5        (6) the Attorney General or his or her designee.
6    (c) The Task Force shall study the provisions of the Code
7of Conduct in Article 3 of this Act and identify provisions
8that need to be expanded or clarified, propose specific
9penalties for violations of this Act, and enhance the level of
10reporting required in the statements of economic interest.
11    (d) The Task Force shall submit a final report of its
12findings to the Senate, the House of Representatives, Office of
13Attorney the General, Office of the Legislative Inspector
14General, and the Legislative Ethics Commission by January 1,
152013.
16    (e) This Section is repealed January 1, 2014.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.
