SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699 new

    Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Illinois Nurses license plates. Creates the Illinois Nurses Foundation Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $35 for original issuance of the plates, of which $20 shall be deposited into the Illinois Nurses Foundation Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $22 shall be charged for each renewal, of which $20 shall be deposited into the Illinois Nurses Foundation Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Nurses Foundation Fund shall be paid as grants to the Illinois Nurses Foundation, to promote the health of the public by advancing the nursing profession in Illinois.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.811 as follows:
 
6    (30 ILCS 105/5.811 new)
7    Sec. 5.811. The Illinois Nurses Foundation Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699 as follows:
 
10    (625 ILCS 5/3-699 new)
11    Sec. 3-699. Illinois Nurses license plates.
12    (a) The Secretary, upon receipt of an application made in
13the form prescribed by the Secretary, may issue special
14registration plates designated as Illinois Nurses license
15plates. The special plates issued under this Section shall be
16affixed only to passenger vehicles of the first division and
17motor vehicles of the second division weighing not more than
188,000 pounds. Plates issued under this Section shall expire
19according to the multi-year procedure established by Section
203-414.1 of this Code.
21    (b) The design and color of the plates is wholly within the

1discretion of the Secretary. The Secretary may allow the plates
2to be issued as vanity plates or personalized under Section
33-405.1 of the Code. The Secretary shall prescribe stickers or
4decals as provided under Section 3-412 of this Code.
5    (c) An applicant for the special plate shall be charged a
6$35 fee for original issuance in addition to the appropriate
7registration fee. Of this fee, $20 shall be deposited into the
8Illinois Nurses Foundation Fund and $15 shall be deposited into
9the Secretary of State Special License Plate Fund, to be used
10by the Secretary to help defray administrative processing
11costs.
12    For each registration renewal period, a $22 fee, in
13addition to the appropriate registration fee, shall be charged.
14Of this fee, $20 shall be deposited into the Illinois Nurses
15Foundation Fund and $2 shall be deposited into the Secretary of
16State Special License Plate Fund.
17    (d) The Illinois Nurses Foundation Fund is created as a
18special fund in the State treasury. All money in the Illinois
19Nurses Foundation Fund shall be paid, subject to appropriation
20by the General Assembly and distribution by the Secretary, as
21grants to the Illinois Nurses Foundation, to promote the health
22of the public by advancing the nursing profession in this
23State.
