1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.786, 5.787, 6z-87, and 6z-88 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Illinois State Crime Stoppers Association
8Fund.
 
9    (30 ILCS 105/5.787 new)
10    Sec. 5.787. The After-School Rescue Fund.
 
11    (30 ILCS 105/6z-87 new)
12    Sec. 6z-87. Illinois State Crime Stoppers Association
13Fund. The Illinois State Crime Stoppers Association Fund is
14created as a special fund in the State treasury. Subject to
15appropriation, the Fund shall be used by the Criminal Justice
16Information Authority to make grants to the Illinois State
17Crime Stoppers Association to enhance and develop Crime
18Stoppers programs in Illinois.

20    Sec. 6z-88. After-School Rescue Fund; creation. The

1After-School Rescue Fund is created as a special fund in the
2State treasury. Moneys in the Fund shall be used by the
3Illinois State Board of Education for the making of grants to
4at-risk schools for the promotion of extracurricular and
5after-school programs.
 
6    Section 10. The Illinois Income Tax Act is amended by
7adding Sections 507YY and 507ZZ as follows:
 
8    (35 ILCS 5/507YY new)
9    Sec. 507YY. Crime Stoppers checkoff. For taxable years
10ending on or after December 31, 2011, the Department shall
11print, on its standard individual income tax form, a provision
12indicating that, if the taxpayer wishes to contribute to the
13Illinois State Crime Stoppers Association Fund, as authorized
14by this amendatory Act of the 97th General Assembly, then he or
15she may do so by stating the amount of the contribution (not
16less than $1) on the return and indicating that the
17contribution will reduce the taxpayer's refund or increase the
18amount of payment to accompany the return. The taxpayer's
19failure to remit any amount of the increased payment reduces
20the contribution accordingly. This Section does not apply to
21any amended return.
 
22    (35 ILCS 5/507ZZ new)
23    Sec. 507ZZ. After-School Rescue Fund checkoff. For taxable

1years ending on or after December 31, 2011, the Department must
2print on its standard individual income tax form a provision
3(i) indicating that if the taxpayer wishes to contribute to the
4After-School Rescue Fund, as authorized by this amendatory Act
5of the 97th General Assembly, he or she may do so by stating
6the amount of the contribution (not less than $1) on the return
7and (ii) stating that the contribution will reduce the
8taxpayer's refund or increase the amount of payment to
9accompany the return. Failure to remit any amount of increased
10payment shall reduce the contribution accordingly. This
11Section does not apply to any amended return.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
