1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
521-11.3 as follows:
 
6    (105 ILCS 5/21-11.3)  (from Ch. 122, par. 21-11.3)
7    Sec. 21-11.3. Resident teacher certificate. A resident
8teacher certificate shall be valid for 4 years for employment
9as a resident teacher in a public school. It shall be issued
10only to persons who have graduated from a regionally accredited
11institution of higher education with a bachelor's degree, who
12are enrolled in a program of preparation approved by the the
13State Superintendent of Education in consultation with the
14State Teacher Certification Board, and who have passed the
15appropriate tests as required in Section 21-1a and as
16determined by the State Board of Education. A resident teacher
17certificate may be issued for teaching children through grade 3
18or for grades K-9, 6-12, or K-12 in a special subject area and
19may not be renewed. A resident teacher may teach only under the
20direction of a certified teacher as the resident teacher's
21mentor and shall not teach in place of a certified teacher. The
22holder of a resident teacher certificate shall be deemed to
23have satisfied the requirements for the issuance of a Standard

1Teaching Certificate if he or she has completed 4 years of
2successful teaching, has passed all appropriate tests, and has
3earned a master's degree in education.
