AMENDMENT TO SENATE BILL 2094

2    AMENDMENT NO. ______. Amend Senate Bill 2094 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
510-17a and by adding Section 10-20.53 as follows:
 
6    (105 ILCS 5/10-17a)  (from Ch. 122, par. 10-17a)
7    Sec. 10-17a. Better schools accountability.
8    (1) Policy and Purpose. It shall be the policy of the State
9of Illinois that each school district in this State, including
10special charter districts and districts subject to the
11provisions of Article 34, shall submit to parents, taxpayers of
12such district, the Governor, the General Assembly, and the
13State Board of Education a school report card assessing the
14performance of its schools and students. The report card shall
15be an index of school performance measured against statewide
16and local standards and will provide information to make prior

1year comparisons and to set future year targets through the
2school improvement plan.
3    (2) Reporting Requirements. Each school district shall
4prepare a report card in accordance with the guidelines set
5forth in this Section which describes the performance of its
6students by school attendance centers and by district and the
7district's financial resources and use of financial resources.
8Such report card shall be presented at a regular school board
9meeting subject to applicable notice requirements, posted on
10the school district's Internet web site, if the district
11maintains an Internet web site, made available to a newspaper
12of general circulation serving the district, and, upon request,
13sent home to a parent (unless the district does not maintain an
14Internet web site, in which case the report card shall be sent
15home to parents without request). If the district posts the
16report card on its Internet web site, the district shall send a
17written notice home to parents stating (i) that the report card
18is available on the web site, (ii) the address of the web site,
19(iii) that a printed copy of the report card will be sent to
20parents upon request, and (iv) the telephone number that
21parents may call to request a printed copy of the report card.
22In addition, each school district shall submit the completed
23report card to the office of the district's Regional
24Superintendent which shall make copies available to any
25individuals requesting them.
26    The report card shall be completed and disseminated prior

1to October 31 in each school year. The report card shall
2contain, but not be limited to, actual local school attendance
3center, school district and statewide data indicating the
4present performance of the school, the State norms and the
5areas for planned improvement for the school and school
6district.
7    (3) (a) The report card shall include the following
8applicable indicators of attendance center, district, and
9statewide student performance: percent of students who exceed,
10meet, or do not meet standards established by the State Board
11of Education pursuant to Section 2-3.25a; composite and subtest
12means on nationally normed achievement tests for college bound
13students; student attendance rates; chronic truancy rate;
14dropout rate; graduation rate; and student mobility, turnover
15shown as a percent of transfers out and a percent of transfers
16in.
17    (b) The report card shall include the following
18descriptions for the school, district, and State: average class
19size; amount of time per day devoted to mathematics, science,
20English and social science at primary, middle and junior high
21school grade levels; designation of a secondary school as an
22Illinois Democracy School; number of students taking the
23Prairie State Achievement Examination under subsection (c) of
24Section 2-3.64, the number of those students who received a
25score of excellent, and the average score by school of students
26taking the examination; pupil-teacher ratio;

1pupil-administrator ratio; operating expenditure per pupil;
2district expenditure by fund; average administrator salary;
3and average teacher salary. The report card shall also specify
4the amount of money that the district receives from all
5sources, including without limitation subcategories specifying
6the amount from local property taxes, the amount from general
7State aid, the amount from other State funding, and the amount
8from other income.
9    (c) The report card shall include applicable indicators of
10parental involvement in each attendance center. The parental
11involvement component of the report card shall include the
12percentage of students whose parents or guardians have had one
13or more personal contacts with the students' teachers during
14the school year concerning the students' education, and such
15other information, commentary, and suggestions as the school
16district desires. For the purposes of this paragraph, "personal
17contact" includes, but is not limited to, parent-teacher
18conferences, parental visits to school, school visits to home,
19telephone conversations, and written correspondence. The
20parental involvement component shall not single out or identify
21individual students, parents, or guardians by name.
22    (d) The report card form shall be prepared by the State
23Board of Education and provided to school districts by the most
24efficient, economic, and appropriate means.

1    (105 ILCS 5/10-20.53 new)
2    Sec. 10-20.53. Illinois Democracy School. A school board
3may designate any of its secondary schools as Illinois
4Democracy Schools if the school receives accreditation as such
5by a not-for-profit accreditation board consisting of
6educators, administrators, students, universities, funders,
7elected officials, policymakers, and representatives from the
8public, private, and non-profit sectors. An Illinois Democracy
9School shall provide students with experiences in the rights,
10responsibilities, and tensions inherent in living in a
11constitutional democracy; consciously promote civic engagement
12by all students; focus on fostering participatory citizenship;
13place an emphasis on helping students understand how the
14fundamental ideals and principles of our democratic society
15relate to the problems, opportunities, and controversies that
16matter in the present; collaborate with parents, students, and
17their communities in developing a civic mission and in
18providing curricular and extra-curricular civic learning
19experiences for all students; and engage students in a
20continual process of improving and increasing civic learning.
 
21    Section 99. Effective date. This Act takes effect June 30,
222011.".
