SYNOPSIS AS INTRODUCED:

405 ILCS 20/14 new

    Amends the Counties Code. Requires the county board chairman in every county with a population of less than 3,000,000 to appoint, no later that December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if the county has established a county health department, but no mental health program has been approved as provided under the Act. Amends the Community Mental Health Act. Requires the county board chairman in every county with a population of less than 3,000,000, or the township supervisor of a township located in a county with a population of 3,000,000 or more, to appoint, no later that December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if no community mental health board has been established in the county or township as provided under the Act. Effective immediately.

1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
55-25027 as follows:
 
6    (55 ILCS 5/5-25027 new)
7    Sec. 5-25027. Advisory committee.
8    (a) No later than December 31, 2011, the county board
9chairman in every county with a population of less than
103,000,000 shall appoint a volunteer 7 member mental health
11advisory committee composed of members of the general public,
12if the county has established a county health department
13pursuant to this Act, but no mental health program has been
14approved by the county health department as provided in Section
155-25025 of this Act.
16    (b) The mental health advisory committee shall identify and
17assess current mental health services in its respective
18jurisdiction, monitor any expansion or contraction of such
19services, and, if deemed necessary, provide a report to the
20county board with recommendations for additional services.
21    (c) The mental health advisory committee shall have no
22taxing authority.
23    (d) This Section is repealed on December 31, 2018.

73,000,000, or the township supervisor of a township located in
8a county with a population of 3,000,000 or more, shall appoint
9a volunteer 7 member mental health advisory committee composed
10of members of the general public, if no community mental health
11board has been established in the county or township as
12provided under Section 3a of this Act.
13    (b) The mental health advisory committee shall identify and
14assess current mental health services in its respective
15jurisdiction, monitor any expansion or contraction of such
16services, and, if deemed necessary, provide a report to the
17county or township board with recommendations for additional
18services.
19    (c) The mental health advisory committee shall have no
20taxing authority.
21    (d) This Section is repealed on December 31, 2018.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.
