SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-696 new

    Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Ravinia Reach*Teach*Play license plates. Creates the Ravinia Reach*Teach*Play Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $55 for original issuance of the plates, of which $40 shall be deposited into the Ravinia Reach*Teach*Play Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $42 shall be charged for each renewal, of which $40 shall be deposited into the Ravinia Reach*Teach*Play Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Ravinia Reach*Teach*Play Fund shall be paid as grants to the Ravinia Festival Association for its Reach*Teach*Play music education programs. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.786 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Ravinia Reach*Teach*Play Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-696 as follows:
 
10    (625 ILCS 5/3-696 new)
11    Sec. 3-696. Ravinia Reach*Teach*Play license plates.
12    (a) The Secretary, upon receipt of an application made in
13the form prescribed by the Secretary of State, may issue
14special registration plates designated as Ravinia
15Reach*Teach*Play license plates. The special plates issued
16under this Section shall be affixed only to passenger vehicles
17of the first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the plates shall be wholly

1within the discretion of the Secretary of State, except that
2the phrase "Reach*Teach*Play" shall be on the plates. The
3plates are not required to designate "Land of Lincoln" as
4prescribed in subsection (b) of Section 3-412 of this Code. The
5Secretary may, in his or her discretion, allow the plates to be
6issued as vanity or personalized plates in accordance with
7Section 3-405.1 of this Code. The Secretary shall prescribe
8stickers or decals as provided under Section 3-412 of this
9Code.
10    (c) An applicant shall be charged a $55 fee for original
11issuance in addition to the appropriate registration fee, if
12applicable. Of this fee, $40 shall be deposited into the
13Ravinia Reach*Teach*Play Fund and $15 shall be deposited into
14the Secretary of State Special License Plate Fund. For each
15registration renewal period, a $42 fee, in addition to the
16appropriate registration fee, shall be charged. Of this fee,
17$40 shall be deposited into the Ravinia Reach*Teach*Play Fund
18and $2 shall be deposited into the Secretary of State Special
19License Plate Fund.
20    (d) The Ravinia Reach*Teach*Play Fund is created as a
21special fund in the State treasury. All moneys in the Ravinia
22Reach*Teach*Play Fund shall be paid, subject to appropriation
23by the General Assembly and approval by the Secretary, as
24grants to the Ravinia Festival Association for its
25Reach*Teach*Play music education programs.
 
26    Section 99. Effective date. This Act takes effect upon
