1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Eliminate the Digital Divide Law is amended
5by changing Section 5-3 as follows:
 
6    (30 ILCS 780/5-3)
7    Sec. 5-3. Statement of legislative findings and purposes.
8The The General Assembly finds that the growth of high
9technology industry, including computers, the Internet, and
10advanced telecommunications, has created a division in
11society. Those who are able to master the tools of the new
12digital technology and have access to the technology have
13benefited in the form of improved employment possibilities and
14a higher standard of life. Those who are unfamiliar with the
15new technologies, or do not have access to them, are
16increasingly constrained to marginal employment and a standard
17of living near the poverty level. This "digital divide"
18parallels existing economic, racial, and gender divisions in
19society, with the more privileged members of society having
20much greater opportunity to benefit from the new technologies
21than those who are less favorably situated. It is the purpose
22of this Law to establish educational and economic development
23initiatives that will bridge the digital divide, making

1possible a society in which all individuals can benefit from
2the opportunities provided by the new technologies.
