HOUSE RESOLUTION

 
2    WHEREAS, The United States sends hundreds of billions of
3dollars a year overseas for oil; a dangerous amount of this
4money is funneled through front groups and fake charities to
5terrorist groups, as well as to insurgents in Iraq and
6Afghanistan who attack U.S. troops; and
 
7    WHEREAS, The men and women who serve our nation face
8serious threats as they secure the flow of oil necessary to
9meet our demand; and
 
10    WHEREAS, In Afghanistan, one out of every 24 fuel convoys
11results in an American casualty; and
 
12    WHEREAS, Billions of gallons of fuel are consumed every
13year by U.S. military vehicles that are dedicated to securing
14oil transportation routes; and
 
15    WHEREAS, U.S. demand for oil drives up the price
16everywhere, allowing countries we refuse to buy from to profit,
17such as Iran, which uses its petroleum profits to fund its
18nuclear program; and
 
19    WHEREAS, The United States Navy, Marines, Air Force, and
20Army are all currently investing in clean energy technology to

1aggressively reduce their reliance on fossil fuels because the
2technology saves money and saves lives; and
 
3    WHEREAS, Investing in clean energy can both create new jobs
4in Illinois and make the United States more economically
5competitive in the global economy; and
 
6    WHEREAS, The national and international challenges of
7America's oil dependence are influenced by the energy policies
8of individual states; and
 
9    WHEREAS, U.S. military veterans, including the veterans
10coalition Operation Free, advocate for reducing America's oil
11dependence in order to strengthen American security;
12therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we state our intent to duly consider the ramifications for
16America's security when taking up issues concerning energy
17development and our dependence on oil, adopt policies that
18encourage the growth of the clean-energy sector in order to
19encourage innovation, create jobs for Illinoisans, and
20strengthen America's security, and work with the clean energy
21sector to develop clean energy job training and placement
22programs for returning veterans; and be it further

1    RESOLVED, That we express our deepest appreciation to
2America's service members, veterans, and military families for
3their selfless service to our country and recognizes the
4veterans of Operation Free for their continued work in service
5of our national security.
