HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 97th General
5Assembly are amended by changing House Rule 9 as follows:
 
6    (House Rule 9)
7    9. Schedule.
8    (a) The Speaker shall periodically establish a schedule of
9days on which the House shall convene in regular, perfunctory,
10and veto session, with that schedule subject to revision at the
11discretion of the Speaker.
12    (b) The Speaker may schedule or reschedule deadlines at his
13or her discretion for any action on any category of legislative
14measure as the Speaker deems appropriate, including deadlines
15for the following legislative actions:
16        (1) Final day to request bills from the Legislative
17    Reference Bureau.
18        (2) Final day for introduction of bills.
19        (3) Final day for standing committees of the House to
20    report House bills, except House appropriation bills.
21        (4) Final day for standing committees of the House to
22    report House appropriation bills.
23        (5) Final day for Third Reading and passage of House
24    bills, except House appropriation bills.

1        (6) Final day for Third Reading and passage of House
2    appropriation bills.
3        (7) Final day for standing committees of the House to
4    report Senate appropriation bills.
5        (8) Final day for standing committees of the House to
6    report Senate bills, except appropriation bills.
7        (9) Final day for special committees to report to the
8    House.
9        (10) Final day for Third Reading and passage of Senate
10    appropriation bills.
11        (11) Final day for Third Reading and passage of Senate
12    bills, except appropriation bills.
13        (12) Final day for consideration of joint action
14    motions and conference committee reports.
15    (c) The Speaker may schedule or reschedule any necessary
16deadlines for legislative action during any special session of
17the House. The Speaker may establish a Weekly Order of Business
18or a Daily Order of Business setting forth the date and
19approximate time at which specific legislative measures may be
20considered by the House. The Weekly Order of Business or Daily
21Order of Business is effective upon being filed by the Speaker
22with the Clerk and takes the place of the standing order of
23business for the amount of time necessary for its completion.
24Nothing in this Rule, however, limits the Speaker's or
25Presiding Officer's powers under Rule 4(c)(3) or Rule 43(a).
26    (c-5) Notwithstanding the provisions of subsections (b)

1and (c) of this Rule, the Speaker or the Minority Leader may
2revise the deadlines scheduled under subsections (b) and (c) of
3this Rule for a specific bill or bills by filing the revision
4in writing with the Clerk.
5    (d) The foregoing deadlines, or any revisions to those
6deadlines, are effective upon being filed by the Speaker or
7Minority Leader with the Clerk. The Clerk shall journalize
8those deadlines.
9    (e) This Rule may be suspended only by the affirmative vote
10of 71 members elected.
