HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Dr. Anthony A.
4Kopera on the occasion of his retirement as Chief Executive of
5the Community Counseling Centers of Chicago; and
 
6    WHEREAS, Dr. Anthony Kopera earned his Ph.D. in psychology
7from Loyola University in 1974; and
 
8    WHEREAS, Dr. Anthony Kopera has served as Chief Executive
9of the Community Counseling Centers of Chicago (C4) since 1980;
10prior to his tenure at C4, he served as an associate professor
11of psychology at Northeastern Illinois University; and
 
12    WHEREAS, Dr. Anthony Kopera's longtime leadership in
13community-based behavioral health and substance abuse services
14has been instrumental in the creation of a system which is now
15considered a model for progressive public policy throughout the
16State; and
 
17    WHEREAS, Dr. Kopera's tireless leadership of countless
18civic and local business organizations has helped to build a
19sense of community throughout the North Side of Chicago and
20enabled local individuals and neighborhoods to become
21revitalized and thrive; and

1    WHEREAS, Dr. Anthony Kopera has served on a variety of task
2forces since 1980; he has worked on special focus groups in the
3areas of community mental health, children's services, family
4services for the Office of the Governor, and policy and
5advocacy groups; his current board memberships include Mental
6Health Corporations of America, where he has been a member
7since 1994 and served as Board Chair from 2009 to 2010; he has
8served as Vice Chairperson of Uptown United since 2006 and as
9Chairperson of Community Partners since 2006; he has served as
10Chairperson of the Community Behavioral Healthcare
11Association's (CBHA) Public Policy Committee since 1997;
12during the 1980s, he served as a board member and board
13president with the Illinois Association of Community Mental
14Health Agencies (now CBHA); and
 
15    WHEREAS, Dr. Anthony Kopera was the 1990 recipient of the
16Ellen T. Quinn Memorial Award for leadership in the quality and
17provision of mental health services in Illinois; he was also
18awarded the W. Clement Stone Business Award by the Uptown
19Chamber of Commerce for outstanding contribution to the growth
20and development of the Uptown community; and
 
21    WHEREAS, On December 5, 2011, Dr. Anthony Kopera received
22the CBHA 2011 Lifetime Achievement Award for his "meritorious
23service and demonstrated commitment to consumers, families,

1the field, and the behavioral healthcare community in Illinois,
2Chicago, and across the country, as well as his years of
3nationally recognized leadership" at C4; and
 
4    WHEREAS, Dr. Anthony Kopera serves as a model of hard work,
5integrity, and dedication for the people of the State of
6Illinois; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we congratulate Dr. Anthony A. Kopera on the occasion of his
10retirement, thank him for his tireless service and advocacy,
11and wish him and his wife, Elaine, the happiest of times
12enjoying his retirement; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to Dr. Anthony Kopera as a symbol of our esteem and
15respect.
