HOUSE RESOLUTION

 
2    WHEREAS, Plans exist for the Department of Central
3Management Services (CMS) to consolidate the information
4technology (IT) staff of the Department of Corrections (IDOC);
5and
 
6    WHEREAS, Current IT personnel under the Department of
7Corrections are required to undergo background checks and drug
8screenings to help ensure against the possibility of drugs and
9weapons being brought to inmates; and
 
10    WHEREAS, All IDOC IT staff are required to go through
11IDOC's pre-service classes and annual training regarding
12prison security; and
 
13    WHEREAS, Concerns exist as to what effect this
14consolidation may have on IDOC security; and
 
15    WHEREAS, The proposed consolidation also raises questions
16as to what effect it would have on current IDOC personnel's
17pensions; and
 
18    WHEREAS, There have been multiple audit findings against
19CMS and various other State agencies for incomplete interagency
20agreements and inadequate billing documentation for CMS

1services; and
 
2    WHEREAS, The Department of Central Management Services
3should not attempt to shore up its budget by consolidating
4services of agencies and then overcharging the agencies for the
5service they provide; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we direct the Department of Central Management Services, in
9cooperation with the Department of Corrections, to conduct a
10study showing the potential cost or savings from the proposed
11consolidation; and be it further
 
12    RESOLVED, That the study shall also include any potential
13impact on Department of Corrections personnel; and be it
14further
 
15    RESOLVED, That this study must be completed by the
16Department of Central Management Services and filed with the
17Clerk of the House of Representatives before any consolidation
18is initiated; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20delivered to the Director of Central Management Services and
21the Director of the Department of Corrections.
