HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate and applaud the
4members of the National Black Police Association (NBPA) for
5their work in the communities of the State of Illinois and the
6nation at large; and
 
7    WHEREAS, The NBPA was chartered as a not-for-profit
8corporation in the State of Illinois following a historic
9meeting in St. Louis, Missouri in November of 1972; and
 
10    WHEREAS, The NBPA was established to improve the
11relationship between Police Departments as institutions and
12the minority communities; to evaluate the effect of the
13policies and programs within the Criminal Justice System upon
14the minority community; to serve as a mechanism to recruit
15minority police officers on a national scale; to work toward
16police reform in order to eliminate police corruption, police
17brutality and racial discrimination; and to educate police
18officers to perform with professionalism and compassion; and
 
19    WHEREAS, The NBPA supports the philosophy of community
20policing that calls for a true cooperative partnership between
21the community and the police for safer communities; and

1    WHEREAS, The NBPA believes the influx of hard narcotics
2into this country can only be controlled by a joint effort
3between the supplying country and the federal government; the
4organization also supports the allocation of more national and
5local crime fighting resources toward the prevention of crime
6and opposes the application of the death penalty in all
7instances; and
 
8    WHEREAS, The NBPA supports national handgun legislation
9that prohibits the continued manufacture of handguns and limits
10their sales, possession, and use; and
 
11    WHEREAS, The NBPA devotes itself to the confrontation,
12control, and elimination of police brutality in every police
13department in the United States; and
 
14    WHEREAS, The NBPA seeks to create a level playing field in
15law enforcement through the support of numerous measures,
16including residency requirements for officers, equal hiring
17and promotion standards for female officers and applicants, and
18the elimination of historical, institutional, and societal
19barriers that denied criminal justice practitioners of color
20and women equal access and opportunity; and
 
21    WHEREAS, The NBPA supports federal legislation that
22prohibits the egregious practice of racial profiling and

1supports legislation that holds the governmental entity, its
2police department, and the offending officers liable for
3violating the civil rights of citizens; and
 
4    WHEREAS, The NBPA supports the creation and support of
5youth mentoring projects that have core values to empower our
6youth and shield them from embracing negative media-imposed
7images, government-inspired legislation, and criminal justice
8policies and practices that criminalize and desensitize them
9about the value of life, particularly life in the black
10community; and
 
11    WHEREAS, The members of the NBPA serve as models of hard
12work, integrity, and dedication for the people of the State of
13Illinois; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we congratulate and applaud the members of the National Black
17Police Association for their work and wish them continued
18success in the future; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to the National Black Police Association as a symbol
21of our esteem and respect.
