HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Kent Crutcher of
4Normal for his 26 years of dedicated service with the Normal
5Police Department; and
 
6    WHEREAS, Kent Crutcher earned his associate's degree from
7Heartland Community College in Normal and his bachelor's degree
8in criminal justice from Illinois State University in Normal;
9he also graduated from the F.B.I. National Academy, the School
10of Police Staff and Command at Northwestern University, and the
11Police Training Institute in Champaign; and
 
12    WHEREAS, Kent Crutcher served his country with pride and
13distinction as a member of the United States Marine Corps from
141980 to 1984; he reached the rank of corporal at the time of
15his honorable discharge; and
 
16    WHEREAS, Kent Crutcher has served with the Normal Police
17Department since becoming a patrol officer in the department in
18September of 1985; he steadily ascended the department's ranks,
19becoming assistant chief in July of 1995; he served in that
20capacity until July of 2004, when he was selected to serve as
21the department's Chief of Police; and

1    WHEREAS, During his tenure as Chief, Kent Crutcher was
2instrumental in the creation of numerous department programs,
3including the Mental Health Early Notification Program in
4McLean County, the Normal Police Department VICE/Narcotics
5Unit, the Phone Loan Program in McLean County for Domestic
6Violence Victims, the Crisis Intervention Team in McLean
7County, the Citizens Safety Ambassador Program, the Home Safety
8Inspection Program, the Summer Youth Program for McLean County
9youth, the Youth Intervention Specialist, crime analyst, and
10computer forensics investigator positions at the Normal Police
11Department, the Sergeant's Field Training Program, the
12Departments Administrative Training Program, the School
13Resource Officer Program, and the department's crime mapping
14and online reporting systems; and
 
15    WHEREAS, Kent Crutcher has been a member of numerous civic
16and law enforcement organizations, including the Commission on
17Accreditation for Law Enforcement Agencies, the Youth Impact
18Board, the McLean County Criminal Justice Coordinating
19Council, the Emergency Telephone Systems Board, the Minority
20and Police Partnership, Leadership McLean County, the McLean
21County Multicultural Leadership Program, the Mental Health
22Court Task Force, the International Association of Chiefs of
23Police, the F.B.I. National Academy Association, Special
24Courts, the Illinois Association of Chiefs of Police,
25Centralized Emergency Communications Board, the Illinois

1Mental Health Court Association, and the 211 Board of
2Directors; he is also a graduate of the Simon Wiesenthal Center
3of Tolerance and the National Institute Against Hate Crimes and
4Terrorism; and
 
5    WHEREAS, Kent Crutcher has been the recipient of numerous
6awards for his service, including the Law Enforcement
7Achievement Award from the Illinois State Bar Association, the
8Heartland Community College Distinguished Alumni Award, the
9McLean County Autism Society Recognition Award, and the Normal
10Police Department Life Saving Award; and
 
11    WHEREAS, Kent Crutcher serves as a model of hard work,
12integrity, and dedication for the people of the State of
13Illinois; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we congratulate Kent Crutcher for his many of dedicated service
17with the Normal Police Department and wish him success and
18happiness in his future endeavors; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to Kent Crutcher as a symbol of our esteem and
21respect.
