HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to honor those who contribute to
4the well-being of the State of Illinois and its residents; and
 
5    WHEREAS, Richard Jaehne earned his bachelor's degree from
6the University of Utah in 1968; he subsequently earned his
7master's degree in systems management from the University of
8Southern California in 1979; he participated in numerous
9military professional education resident courses, including
10the Department of the Navy Total's Quality Leadership Course in
111993 and programs at the Marine Corps Command and Staff College
12in 1983 and the Air War College in 1987; he is also certified
13as a Type 3 FEMA Incident Management Team member; and
 
14    WHEREAS, After earning his bachelor's degree, Richard
15Jaehne was commissioned as a Second Lieutenant in the United
16States Marine Corps; he subsequently attained the rank of
17Colonel; during his tenure, he served in Vietnam, the Far East,
18Latin America, the Middle East, Europe, and Washington, D.C.;
19he also served as the Commandant of the NATO School in
20Oberammergau, Germany and as Director of the Operations
21Department at the United States Marine Corps Headquarters in
22Washington, D.C.; he retired from the United States Marine
23Corps on September 30, 1997, after more than 29 years of active

1service around the world; and
 
2    WHEREAS, Richard Jaehne was awarded the Navy Cross while
3serving as a platoon leader with Company K, Third Battalion,
4Seventh Marine Regiment of the First Marine Division in
5connection with combat operations against the enemy in the
6Republic of Vietnam on August 28, 1969; he also earned three
7Defense Superior Service Medals, the Legion of Merit, the
8Bronze Star with Combat "V", the Purple Heart, the Meritorious
9Service Medal, two Combat Action Ribbons, the German Honor
10Cross in Silver, and the Vietnamese Cross of Gallantry with
11Silver Star; and
 
12    WHEREAS, Richard Jaehne is the author of numerous
13publications, including "NATO School Vision 2000", which was
14presented to the Supreme Allied Commander, Allied Powers
15Europe, "Traumatic Stress, A Personal View From Combat", and
16numerous articles for professional journals and hundreds of
17speeches of note to international and U.S. crisis management
18and security forums; he is also the co-developer of the seminar
19entitled "Where the Battle Begins", which relates leadership in
20high-risk situations between the military and fire service; and
 
21    WHEREAS, Richard Jaehne has served with distinction as the
22director of the Illinois Fire Service Institute, the statutory
23Illinois State Fire Academy; as director, he leads an

1inter-agency team that has developed and delivers unified
2command training programs which meet the new National Incident
3Management System standards to first responders, local and
4elected officials, and the United States Postal Service; he has
5also supervised the delivery of more than 600,000 student hours
6of training to some 55,000 firefighters and other first
7responders annually; and
 
8    WHEREAS, Richard Jaehne is a member of the Illinois
9Governor's Terrorism Task Force and a Co-Chair of the task
10force's Training Committee; he was a member of the Governor's
11Blue Ribbon Fire Service Committee and the Governor's Fire
12Advisory Commission; he is a past-Vice President of the North
13American Fire Training Directors; he is also a member of the
14congressionally-mandated FEMA Region V Regional Advisory
15Council; and
 
16    WHEREAS, In 2002, Richard Jaehne developed and led a series
17of 17 homeland security planning workshops statewide
18culminating in a 2-day Homeland Security Summit, attended by
19community leaders from across Illinois and the Illinois
20Homeland Security Coordinator; and
 
21    WHEREAS, Richard Jaehne received the Mutual Aid Box Alarm
22System (MABAS) President's Leadership Award in 2006 for
23sustained support in fire and homeland security preparedness

1and programs; and
 
2    WHEREAS, Richard Jaehne serves as a model of hard work,
3integrity, and dedication for the people of the State of
4Illinois; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we designate the new building at the Illinois Fire Service
8Institute as the "Richard L. Jaehne Building" in honor of
9Richard L. Jaehne and his many accomplishments; and be it
10further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to Richard Jaehne as a symbol of our esteem and
13respect.
