HOUSE RESOLUTION

 
2    WHEREAS, The strains on the trust fund operated by the
3Illinois Unemployment Insurance System have been greatly
4increased in the past three years, causing the State of
5Illinois to fall into a $3 billion debt to the federal
6government; and
 
7    WHEREAS, The State of Illinois has been forced to alter the
8Illinois Unemployment Insurance Act to pay the interest on this
9$3 billion, which comes with an annual price tag of around $80
10million; and
 
11    WHEREAS, Illinois agencies and departments should be doing
12everything in their power to discourage those who fraudulently
13receive benefits from our unemployment insurance system; and
 
14    WHEREAS, There have been reports of fraud in the Illinois
15Unemployment Insurance System, with persons who are
16incarcerated continuing to illegally accept unemployment
17insurance benefits; and
 
18    WHEREAS, This fraudulent activity can be significantly
19reduced by cooperation, including database cooperation,
20between the Department of Corrections, the Illinois State
21Police, and the Illinois Department of Employment Security;

1therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we urge the Directors of the Illinois Department of
5Corrections, the Illinois State Police, and the Illinois
6Department of Employment Security to discuss the desirability
7of a formal intergovernmental information-sharing agreement;
8and be it further
 
9    RESOLVED, That suitable copies of this resolution be
10presented to the Directors of the Illinois Department of
11Corrections, the Illinois State Police, and the Illinois
12Department of Employment Security.
