HOUSE JOINT RESOLUTION 45

 
2    WHEREAS, The Illinois House of Representatives has
3established prudent fiscal parameters for the State budget with
4House Resolution 110, which required the House Revenue &
5Finance Committee to set the total amount of general fund
6expenses for Fiscal Year 2012, and House Resolution 158, which
7required that any amount of additional State revenue be used to
8pay the backlog of unpaid State obligations rather than being
9spent on more State services; and
 
10    WHEREAS, The Illinois House of Representatives passed the
11two fiscally responsible resolutions by a vote of 112-0-0 for
12House Resolution 110 and 114-0-2 for House Resolution 158,
13respectively; and
 
14    WHEREAS, The Illinois House of Representatives established
15prudent fiscal parameters for the State budget with House
16Resolution 707, which required the House Revenue & Finance
17Committee to set the total amount of general fund expenses for
18Fiscal Year 2013, and House Resolution 706, which required that
19any amount of additional State revenue be used to pay the
20backlog of unpaid State obligations rather than being spent on
21more State services; and
 
22    WHEREAS, The Illinois House of Representatives passed the

1two fiscally responsible resolutions by a vote of 93-11-5 for
2House Resolution 707 and 91-16-3 for House Resolution 706,
3respectively; and
 
4    WHEREAS, The Illinois House and the Illinois Senate passed
5several State budget bills that held spending under the House
6Revenue & Finance Committee's State revenue estimate; and
 
7    WHEREAS, The State of Illinois would have paid employees
8represented by the American Federation of State, County, and
9Municipal Employees (AFSCME) an estimated $2,762,956,700 in
10all funds for payroll costs before the House of Representatives
11and the Senate reduced the budget for Fiscal Year 2012; and
 
12    WHEREAS, The Cost of Living Allowance (COLA) for employees
13represented by the American Federation of State, County, and
14Municipal Employees (AFSCME) has averaged an increase of 4.25%
15over the past 5 fiscal years; and
 
16    WHEREAS, The Consumer Price Index has averaged an increase
17of 1.95% from the years 2007 to 2010; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
20SENATE CONCURRING HEREIN, that the State shall appropriate no
21amount for new wage increases associated with any and all

1collectively bargained contracts throughout State government
2for the Fiscal Year 2013 budget; and be it further
 
3    RESOLVED, That it shall be the policy of the State of
4Illinois that the size of, or a reduction in, the State
5employee workforce shall not be a topic of collective
6bargaining.
