HOUSE JOINT RESOLUTION

 
2    WHEREAS, The reaction time of motorists using cellular
3phones slows dramatically, increasing the risk of automobile
4accidents and tying up traffic generally; and
 
5    WHEREAS, Cell phone distraction causes 2,600 deaths and
6330,000 injuries in the United States every year; and
 
7    WHEREAS, The numbers of fatalities and injuries may be
8higher because data on cell phone use by motorists is limited;
9and
 
10    WHEREAS, Increasing cell phone use can be expected to cause
11the annual death estimate to rise; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
14SENATE CONCURRING HEREIN, that State, county, and municipal law
15enforcement personnel are requested to include in their police
16reports of automobile accidents information pertaining to if an
17accident involved the use of a cellular phone; and be it
18further
 
19    RESOLVED, That the Department of Transportation shall
20request from State, county, and municipal law enforcement

1agencies statistics on the use of cellular phones leading to
2automobile accidents over a two-year period beginning January
31, 2012, and report the findings to the General Assembly no
4later than September 1, 2014; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the Department of Transportation and appropriate
7county and municipal law enforcement agencies.
