SYNOPSIS AS INTRODUCED:
 
20 ILCS 3105/14  from Ch. 127, par. 783.01

    Amends the Capital Development Board Act. Provides that the Capital Development Board shall set aside 1/2 of 1 percent of the amount authorized and appropriated over $1,000,000 (now, no monetary limit) for public building projects (now, for construction or reconstruction of public buildings) for purchase of works of art. Provides that the Executive Director of the Capital Development Board shall be a member of the Fine Arts Review Committee. Abolishes the Public Arts Advisory Council.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Capital Development Board Act is amended by
5changing Section 14 as follows:
 
6    (20 ILCS 3105/14)  (from Ch. 127, par. 783.01)
7    Sec. 14. (a) It is the purpose of this Act to provide for
8the promotion and preservation of the arts by securing suitable
9works of art for the adornment of public buildings constructed
10or subjected to major renovation by the State or which utilize
11State funds, and thereby reflecting our cultural heritage, with
12emphasis on the works of Illinois artists.
13    (b) As used in this Act: "Works of art" shall apply to and
14include paintings, prints, sculptures, graphics, mural
15decorations, stained glass, statues, bas reliefs, ornaments,
16fountains, ornamental gateways, or other creative works which
17reflect form, beauty and aesthetic perceptions.
18    (c) Beginning with the fiscal year ending June 30, 1979,
19and for each succeeding fiscal year thereafter, the Capital
20Development Board shall set aside 1/2 of 1 percent of the
21amount authorized and appropriated over $1,000,000 for
22construction or reconstruction of each public building
23projects financed in whole or in part by State funds and

1generally accessible to and used by the public for purchase and
2placement of suitable works of art in such public buildings.
3The location and character of the work or works of art to be
4installed in such public buildings shall be determined by the
5Capital Development Board in consultation with the designing
6architect, provided, however, that the work or works of art
7shall be in a permanent and prominent location.
8    (d) There is created a Fine Arts Review Committee
9consisting of the designing architect, the Chairman of the
10Illinois Arts Council or his designee, the Director of the
11Illinois State Museum or his designee, the Executive Director
12of the Capital Development Board or his or her designee, and
13three persons from the area in which the project is to be
14located who are familiar with the local area and are
15knowledgeable in matters of art. Of the three local members,
16two shall be selected by the County Board to the County in
17which the project is located and one shall be selected by the
18Mayor or other chief executive officer of the municipality in
19which the project is located. The Committee, after such study
20as it deems necessary, shall recommend three artists or works
21of art in order of preference, to the Executive Director of the
22Capital Development Board. The Executive Director Board will
23make the final selection from among the recommendations
24submitted to it.
25    (e) (Blank). There is created a Public Arts Advisory
26Committee whose function is to advise the Capital Development

1Board and the Fine Arts Review Committee on various technical
2and aesthetic perceptions that may be utilized in the creation
3or major renovation of public buildings. The Public Arts
4Advisory Committee shall consist of 12 members who shall serve
5for terms of 2 years ending on June 30 of odd numbered years,
6except the first appointees to the Committee shall serve for a
7term ending June 30, 1979. The Public Arts Advisory Committee
8shall meet four times each fiscal year. Four members shall be
9appointed by the Governor; four shall be chosen by the Senate,
10two of whom shall be chosen by the President, two by the
11minority leader; and four shall be appointed by the House of
12Representatives, two of whom shall be chosen by the Speaker and
13two by the minority leader. There shall also be a Chairman who
14shall be chosen from the committee members by the majority vote
15of that Committee.
16    (f) All necessary expenses of the Public Arts Advisory
17Committee and the Fine Arts Review Committee shall be paid by
18the Capital Development Board.
